Energy

ELECTRICAL CONSUMPTION IN MUNICIPAL BUILDINGS

These are public buildings owned by the municipality, such as schools, libraries, cultural centers, sports centers, parks or the town hall’s own facilities, among others. Buildings in which the most used energy resource is electricity, being able to reach around 70% of its total energy consumption.

This is why, since 2008, measures have been carried out to improve the efficiency of its installations and electrical equipment. This indicator allows quantifying the results of these measures serving as a reference for continuous improvement.

The graph has grouped the buildings and facilities in the different municipal departments that are responsible for their management, shows the evolution of their electricity consumption in kilowatt-hours for the period 2014 – 2017.

The degree of electricity savings achieved so far differs depending on the department envisaged since the application of improvements in energy efficiency is gradual, justifying the cases of increased consumption by the commissioning of new facilities or opening of new buildings.

 

ELECTRICAL CONSUMPTION IN PUBLIC LIGHTING

Another important energy consumption, of an electrical nature, is that of street lighting. As in the municipal buildings, since 2008 different measures have been implemented and new investments have been planned in order to contribute to energy savings.

The improvements in the public lighting of the municipality, are characterized by being of a high degree of efficiency, economically viable and exemplary for society. This indicator allows quantifying the results of the actions carried out serving as a reference for continuous improvement.

The graph shows the evolution of electricity consumption in megawatt-hours of public lighting installations for the period 2014 – 2017. It is observed that, with respect to 2014, there has been an electricity saving of around 3.5%.

 

SOLAR PHOTOVOLTAIC POWER IN MUNICIPAL FACILITIES

As can be deduced from the previous indicators, electric power is fundamental for the functioning of the city, it stands as the main consumption in buildings and municipal facilities, being the actions aimed at its clean generation of great impact on economic and environmental health of the Smart City.

For all this the City of Alcoy has opted for electricity generation through renewable energy sources such as photovoltaic solar energy. The city has photovoltaic facilities both for self-consumption and for its connection to the grid, being located in different municipal buildings and industrial estates.

The photovoltaic solar power of municipal property installed in the city amounts to a total of 191 kilowatts.

Water

WATER CONSUMPTION IN MUNICIPAL BUILDINGS

Water is an essential natural resource for life, its efficient management must be a main objective of the Smart Alcoy. Awareness for responsible use together with the use of new smart technologies will result in a better quality of life for citizens as well as a healthier environment.

The Smart Bancal pilot project is being carried out by the City of Alcoy, whose final objective is to implement an intelligent irrigation system in the parks and gardens of the city, the main source of municipal water consumption.

The indicators presented here represent the interannual evolution of water consumption, differentiating between consumption of municipal and citizen origin. For this purpose, the increase (positive values) or the decrease (negative values) of consumption in the year of study are represented as a percentage with respect to the equivalent of the previous year.

It is observed, in the municipal dimension, a continuous reduction of water consumption at the beginning of the period with the existence of a consumption peak in the last year.

Regarding the consumption made by citizens, the trend is clearly to reduce it, there being only one year with a slight increase of 0.15%.

 

PERFORMANCE IN THE SUPPLY OF WATER

The water supply is made through an extensive network of pipes with a multitude of potential sources of losses. That is why actions are continuously being carried out to update and improve this network. The objective of this indicator is, as its name indicates, to evaluate the performance of the water supply, understood as the relation between the total volume of water collected from the supply wells and the total consumed registered by the meters, while percentage.

A positive trend is observed in the performance of the network, meaning that a lower amount of water losses from the source of supply to the end user.

Waste

VALUES OF COLLECTION AND RECYCLING OF RESIDUES

These indicators refer to the waste known as “household waste”, that is, those generated in households as a result of domestic activities, those generated in services and industry that are similar to the first ones and those coming from the cleaning of public roads , green areas, etc.

Differentiation of household waste is carried out according to its type and nature, classifying them into recyclable fractions and non-recyclable fraction:

  • Recyclable fractions: Composed mainly of paper and cardboard waste, light packaging and glass, as well as textiles, metals and batteries and batteries, among others.
  • Non-recyclable fraction: Corresponds to organic matter, dirty paper and cardboard and other non-toxic waste that is not recyclable.

The graph shows the total domestic waste collected in our city in the period 2014 – 2017, differentiating between recyclable and non-recyclable. It also includes the evolution of the population of the municipality, since it is closely related to the generation of waste.

It is observed, in the studied period, how the production of waste increases in comparison with the reduction of the population, this may be due to an improvement in the economic conditions of the Alcoyan society.

 

RESIDUES GENERATED BY INHABITANT AND DAY – INCREASE IN THE RECYCLED WASTE

As previously mentioned, the generation of waste from a municipality and its population is intimately related, usually to a greater population, greater amount of waste generated and vice versa. In order to know the real evolution of the generation of waste, the kilograms of waste produced by each inhabitant and day must be individually analyzed, thus isolating the influence of the population on the data.

Observing the graphic representation of the indicator “Residues per inhabitant and day” confirms the positive trend in the amount of waste generated.

Regarding the trend in waste recycling, it is the indicator “Year-on-year increase of recycled waste” which allows knowing it, since it compares the annual amount of recycled waste with respect to the previous year, showing if there has been an increase or reduction percentage in these.

The graph shows that, after two years of decline, in 2016 there was an increase of 9% in the number of recycled waste compared to the previous year, maintaining this increase in the following year.

Security

NUMBER OF ACCIDENTS IN THE MUNICIPAL TERM

The actions in terms of traffic management and road safety require an indicator that quantifies the results of these and serves for the continuous improvement of the services provided by the Smart City to the citizen. The study of the indicator “Number of Accidents” allows to evaluate the evolution of traffic accidents that occurred in the municipality throughout the study period.

The graph shows, after a slight increase, how the number of accidents is significantly reduced, reaching a reduction close to 21% compared to the start data at the end of the period.

Mobility

NUMBER OF USERS OF PUBLIC TRANSPORTATION

Sustainable mobility is a main objective of the smart city and a means to achieve it is to encourage the use of the municipal public transport service. For this reason actions for its promotion and improvement are continuously being carried out, such as the installation of digital information panels at bus stops or the launch of the App for smartphones. These services allow the citizen to know in real time the location and expected waiting time of the means of transport, as well as the existence of possible incidents.

The graph shows the number of users who have used the municipal bus service in the period of time studied, disaggregating the information according to transport lines. It is observed, in the lines of greater affluence of users (lines 1, 2 and 3), a growing tendency in its use. As for lines 4 and 5, the data remains relatively constant over the years.

 

NUMBER OF RECHARGE POINTS OF ELECTRIC VEHICLE

The concept of sustainable mobility is not understood without a reduction in the emission of pollutants into the atmosphere, an arduous task with the continued use of traditional means of transport. That is why the City of Alcoy has opted for the promotion of electric mobility through the installation of recharging stations for electric vehicles in different areas of the city.

As shown in the graph, since 2016 a total of 8 recharging points for electric vehicles have been installed, with plans to increase their number in the coming years.

 

ENERGY CONSUMPTION OF ELECTRIC VEHICLE RECHARGE POINTS

The energy expenditure recorded in the recharging points of electric vehicles is an indicator of their use, whose evolution allows us to know, in an estimated manner, the degree of electric mobility achieved in the municipality. The graph shows the evolution of the electricity consumption of 4 of the 8 recharging points available in the city, this is due to the fact that the rest were not yet operational on the date of representation of the data.

There is a generalized increase in the energy expenditure of recharging points and therefore an increase in their degree of use by citizens. It is necessary to comment that the point located on Avenida Alameda Camilo Sesto has presented numerous incidents throughout the year 2018, for this reason its power consumption has been diminished.

 

TONS OF CO2 SAVINGS DERIVED FROM THE USE OF THE ELECTRIC VEHICLE

The main advantage of electric mobility is the reduction in the emission of polluting compounds into the atmosphere, traditionally derived from the use of fossil fuel-based transportation. One of these pollutants is carbon dioxide or CO2, whose quantification is used as a measure of the total emission of greenhouse gases or carbon footprint.

The “Tons of CO2 savings” indicator estimates, based on the total energy consumption recorded at the recharge points, the reduction in CO2 emissions derived from the use of the electric vehicle, compared to the same use of a vehicle that uses fossil fuels.

There is a continuous increase in the tons of CO2 not emitted since the year of implementation of the first recharge points (2016).

 

URBAN BIKE LANE METERS

The use of bicycles for urban travel is the key to turning Alcoy into an example of sustainable mobility. In order to encourage its use, the creation of a continuous bike path that communicates the different areas of the city is a priority for the Smart City.

For all this, Alcoy now has more than 4 kilometers of bike lane, there are several expansion projects under study. One of them planned to be executed in 2019, which will increase the existing lane by approximately 5 kilometers.

Social

SPENDING ON SOCIAL SERVICES

The social challenges are key in the planning and implementation of the Smart Alcoy, the attention to people and their improvement thanks to the use of new technologies is essential. It is social spending that makes it possible to overcome these challenges, making it necessary to study their evolution to objectively evaluate the achievement of social objectives.

It can be seen in the graph that after a small decrease, social spending increases to reach the figure of € 3,390,236 at the end of the period.

Job

UNEMPLOYMENT RATE

The promotion of employment, especially among young people and older workers, groups with greater difficulty in entering the labor market, as well as improving working conditions, eliminating inequalities between men and women are key aspects of the Smart City project.

The indicator “Unemployment Rate”, calculated as a quotient between the number of unemployed and the active population, allows us to know the degree of unemployment of the population of Alcoy. The data are analyzed by age groups and the totals by sex.

Analyzing the evolution of the Unemployment Rate disaggregated by age, a generalized decrease is observed for the period studied.

Looking at the Unemployment Rate differentiated by sex, its decline is corroborated, despite this there is still a gap between the number of unemployed women and men.

 

INVESTMENT IN OCCUPATION PROGRAMS

This is the indicator responsible for analyzing investments approved by the local government in employment assistance programs, such as employment plans.

The plans of municipal occupation fulfill a double purpose, on the one hand to encourage employment and on the other to improve the infrastructures and services that the city offers to its citizens.

In the year 2018, two employment plans were executed, with a joint investment of 9,947.98 €.

Economy

NUMBER OF ACTIVE COMPANIES

The Smart City project channels through the Àgora Alcoy the business promotion, the promotion of entrepreneurship and R + D + i, all key concepts for the economic revitalization of the city.

The study of the indicator “Number of Active Companies” allows to know the profile and economic status of the city, according to the main sectors of activity, as well as the degree of entrepreneurship of the citizens.

The graph shows, for the three main sectors, a growth trend in the number of active companies in the municipality. It is the services sector that brings together the largest number, companies mainly related to trade, transport and hospitality, in addition to those based on professional and technical activities. As for the industry, Alcoy is a city historically linked to the textile, metallurgical and paper industry.

 

NUMBER OF AUTONOMOUS WORKERS

The indicator “Number of Autonomous Workers” complements the previous one in the economic characterization of the city and in the evaluation of citizen entrepreneurship.

The number of autonomous workers of the municipality, during the period shown in the graph, remains stable for both sexes. With regard to the proportion between women and men under the autonomous regime, approximately 35% of women are compared with 65% of men.

 

NUMBER OF ASSOCIATIONS

For the Smart City Alcoy, associations are key pieces in the design of the new city model, providing value through their actions and collaborations.

Analyzing the evolution of the number of registered associations in the municipality, it is observed that their number continues to increase year by year.

Tourism

NUMBER OF TOURISTS ATTENDED

Tourism is an important axis of the Smart project, the city is proposing new tourism activities for all audiences, focused on both nature and heritage as leisure tourism, cycling and traditions and parties. The use of the new Information and Communication Technologies (ICT) is key to offer a continuous flow of information in real time relevant to the visitor.

The indicator “Number of tourists served” refers to those tourists, both national and international, who have requested information in person at the TouristInfo office. These data allow to know, in an estimated way, the evolution of tourism in the city.

 

TOTAL COST

Regarding the total expenditure made by tourists who have visited the city, it is an estimated indicator based on statistical data that provide the average cost per tourist visiting our community, differentiating between national and international, and tourist data attended in person at the TouristInfo.

Looking at the graph it can be concluded that the expenditure made by national tourists follows a practically constant trend in recent years, standing at around € 2,700.00. It is the expense of international tourists that fluctuates to a greater extent, with the average of the period close to € 2,900,000.

Life

NUMBER OF CULTURAL, SPORTS AND FESTIVAL ASSOCIATIONS REGISTERED IN THE MUNICIPALITY

The main objective of Smart City is to improve the quality of life of its citizens, it is an ambitious goal because the concept of “life” has multiple dimensions that require specific actions in each of them.

This indicator tries to study the quality of life of the citizen from the points of view of health and physical wellbeing, culture and entertainment, for this data is collected the number of associations registered in the municipality whose theme is the promotion of sport, culture and traditional festivals. The number of these associations is representative of the involvement of citizens in these aspects of their lives.

It can be observed in the graph how the sports theme associations are the ones that present a greater number, followed by the cultural ones. For both, their growth trend is positive throughout the years of study. Associations related to festivities are those of smaller number, keeping this practically constant in the period.

E-government

NUMBER OF VISITS TO THE ELECTRONIC HEADQUARTERS

The electronic headquarters of the City of Alcoy is a service made available to citizens and companies through which they can exercise their right to access information, services and electronic procedures of the City without time constraints and with total security.

The study of the evolution of the indicator “Number of visits to the electronic headquarters” allows to evaluate the degree of use of the services of information consultation and procedures provided by the electronic headquarters.

It is necessary to indicate that it is from the year 2017 when the electronic headquarters is put into operation as we know it today, since previously it was a mere informative service of the services and procedures that had to be carried out in person at the Town Hall. This is reflected in the increase in the number of visits and therefore the use of the headquarters in the years 2017 and 2018.

Participation

PERCENTAGE OF USERS PARTICIPATING IN CITIZEN PARTICIPATION PROCESSES

To make Alcoy a true Smart City, it is essential to involve the most important agents of the project, the citizens. The city is carrying out an increasing number of participatory processes, in which citizens have a voice and vote to decide the steps that their city will take towards the future.

Participatory processes such as participatory budgets, which offer different investment alternatives and spending for the improvement of the city and from which citizens can choose those that will be carried out. Or the citizen mailbox, another participatory service launched by the City Council, through which the inhabitants of the city can electronically submit proposals, queries and / or acknowledgments that are municipal competence.

Assessing the degree of citizen participation in these processes is the purpose of this indicator, in which the number of citizens who voted in the participatory budgets is counted, as well as the number of users of the citizen’s mailbox, representing both data together as a percentage of the total population.

ICT- Telecommunications

NUMBER OF POINTS WIFI

The Smart City concept can not be understood without the continuous use and expansion of telecommunications services. This is why the city has a public Wi-Fi network that offers services to both citizens and tourists, with different access points located in parks, municipal libraries and tourist centers.

The total number of Wifi points available in the city, differentiating between tourists and citizens, amounts to 9.

 

METERS OF OPTICAL FIBER MUNICIPAL

Regarding the municipal fiber optic network, it continues to expand to provide service to the different buildings and municipal facilities as well as to put into operation other services for the citizen such as the new license plate surveillance and capture system.

The indicator “Metrics of municipal optical fiber” allows to quantify the length of the fiber optic network implanted by the Town Hall, whose extension ascends to approximately 18 kilometers in the year 2018.
